Our vision is to conduct our operations in a manner that inspires public confidence in government by administering and enforcing tax, child support and municipal finance laws in ways that are innovative, customer-focused and transparent. --Tax: The Tax Administration Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing noncompliant taxpayers. The Tax Administration Division audits the tax returns of businesses and individuals filed, including sales/use, meals, rooms occupancy and special fuels, are subject to examination by the Tax Administration Division staff. Duties: Reporting to the Chief of Audit, the Risk Mitigation Specialist reviews and resolves cases where taxpayers have questioned pending income tax assessments to provide quality service and quickly reach the appropriate result. Researches the legal and factual basis of the proposed assessment works with the taxpayer to equitably resolve disagreements and close the audit case if possible. The Risk Mitigation Specialist may void, correct, or proceed with the proposed assessment. Under broad policy guidelines, the risk mitigation specialist is authorized to settle an audit case where they determine that such action is appropriate under the facts and circumstances.

  • Investigates and resolves taxpayer disputes of pending audit assessments to improve service and reach appropriate results.
  • Makes decisions as to the validity of complex audits by defining the scope and parameters in order to assess the taxpayer's level of compliance of businesses with applicable laws, rules, regulations and policies and provide direction in conferences with the taxpayer.
  • Serves as a technical resource to tax professionals; provide guidance and leadership to ensure consistency, accuracy, and timeliness of work; provide advice on questions, issues or concerns during the course of the audit; review and provide input to ensure audit and work papers are in compliance with tax laws and procedures.
  • Review and monitor progress and performance of activities; review findings to ensure audits were completed within procedure and appropriately support the proposed assessments.
  • Negotiates and enters into settlement agreements on pending audit assessments to increase the efficiency of audit operations and minimize taxpayer burden.
  • Educate internal staff and external parties on the laws, rules, policies and standards associated with tax audit procedures to increase the accuracy and timeliness of information provided, to encourage professional development and to convey information to the public.
  • Analyzes data, trends and patterns in disputes received to identify needed changes in audit selection and assessment procedures.
  • Determines the correct amount of tax due under MGL chapter 62 by examining audit reports, supporting documentation and taxpayer responses or other factors and modifies pending NIAs when necessary to correct errors in the audit.
  • Investigates reported or observed problems with audit procedures or practice and documents the results.
  • Performs related duties as assigned. An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks. Qualifications First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A)--five years of full-time, or equivalent part-time, professional experience in accounting, auditing, or tax examination or--(B) any equivalent combination of the required experience and the substitutions below. --Substitutions: I. A Bachelor's degree in accounting, finance, or business administration,--may be substituted for two years of the required experience.* II.
