Job Description:
A IT is a unit under the Executive Office for Administration &
Finance (A) and is overseen by the A IT Secretariat Chief
Information Officer (A SCIO). A IT is comprised of more than 200
employees working on IT systems and applications for 15 various A
agencies. A IT oversees and provides all the IT application support
for these agencies to ensure their IT operations are running
effectively and efficiently. Information regarding these supported

DOR IT Support Bureau which supports the IT systems and
applications within DOR. The CSE Application platform within DOR IT
Support Bureau has an immediate need for a Technical Project
Manager in the role of Upgrades lead to manage multiple Product
upgrade projects across the HD Application A IT is hiring a
Technical Project Manager in the role of Upgrades Lead to manage
multiple product upgrade projects across the Child Support
Enforcement (CSE) applications. This individual will report to the
Portfolio Manager. This individual may have up to one (1) direct
report and no indirect reports. The selected candidate will: *
Maintain and monitor the software versions of the products in
coordination with the respective product vendor. * Reach out to
vendors for inquiring extended support and/or available options
necessary to ensure all product versions are supported. *
Collaborate with application, infrastructure architects and the
Portfolio Manager to inform, analyze any product (or) version
specific changes, changes to license model that may affect the
product usage or impact the application usage or overall product
cost. * Plan and manage all phases of software upgrade projects
(scope, planning, scheduling, risk, resources, coordination) and
ensure that projects are delivered on-time, within scope and
budget. * Define project scope and objectives and ensure that
project stakeholders' expectations are in-line with project scope
and deliverables. For projects requiring external vendor, this
scoping exercise would involve communication with vendor(s) or
service provider(s). * Analyze and identify resources needed to
reach project objectives, coordinate/manage internal and
third-party resources and creatively manage potential resource
constraints in an effective and efficient manner to successfully
execute the project. * Collaborate with the Quality Control Manager
to scope out the validation scope and determine the test
requirements to support the post upgrade validation strategy. *
Perform risk management to proactively identify and mitigate
project risks. * Understand complex technical scenarios and
requirements and ascertain and determine alternative strategies and
directions. * Coordinate various technical personnel during all
project phases, from initial development through implementation. *
Assign and oversee the daily tasks of technical personnel while
ensuring that all project resources are effectively utilized and
are actively working toward predefined milestones. * Provide
progress updates regarding project progress, milestones,
deliverables, risks and issues to leadership. * Estimate projects,
develop, manage and maintain a detailed project schedule. *
Successfully manage the relationship with the technical team, team
leads and vendors and other stakeholders. * Plan and oversee the
preparation and dissemination of project communication. Communicate
and interact with System Administrators, Development, QC and other
technical personnel and project team members on status of specific
projects. * Perform other duties as assigned. Necessary
qualifications include: * Strong leadership, diplomatic and
motivational skills including the ability to lead across multiple
groups/organizations. * Excellent planning, communication (written
and verbal) and presentation skills. * Ability to see the big
picture but also be detailed oriented and able to roll up sleeves
and dive into the weeds to accomplish project goals. * Proven
working experience as a technical project manager in the IT sector.
* Demonstrated success in identifying and managing risks and
issues. * Expert hands-on knowledge of developing project schedule
and building a critical path. * Strong command of project
management methodologies and best practices. * Excellent experience
in Software Development Lifecycle (SDLC) methodologies, Agile,
Scrum, Waterfall * Strong collaboration, consensus building,
influence, negotiation, conflict resolution and interpersonal
skills. * Strong experience with vendor management. * Excellent
logical and critical thinking, analytical and problem-solving
abilities. * Solid organizational skills including attention to
detail, ability to be versatile and multi-task effectively and
efficiently. * Decisive, self-motivated, with the ability to adapt
to change and competing demands. * Capability to take initiative
and be self-directed: able to work alone; if needed, identify the
work to be done, and take the action needed without explicit
direction of the steps. * Strong working knowledge of Microsoft
Project, Excel, PowerPoint and other Office products. This position
is assigned to A IT's offices at MITC, 200 Arlington Street in
Chelsea, Massachusetts. Currently, this position will require
in-person and virtual presence in supported offices. The offices at
MITC are MBTA accessible. The Commonwealth offers a competitive
