Description The Veterans' Home in Chelsea is seeking a dynamic and experienced individual to fill the role of Facility Manager.

Duties and Responsibilities: (These duties are a general summary and not all inclusive.)



  • Expertise in healthcare facility operation and maintenance, including ensuring systems maintain compliance with health and safety standards.


  • Hands-on experience with relevant systems, including water source heat pumps, dedicated outdoor air systems with enthalpy wheels, and VRF.


  • A passion for energy management and reviewing monitoring/metering data. Commissioning experience is a plus.


  • In-depth understanding of building automation systems and the importance of maintaining the integrity of the automated control logic.


  • Excellent communication and organizational skills.


  • Coordinates and monitors all building utility systems including but not limited to Plumbing, HVAC, Electrical, Medical Gas, Geo-Thermal and Photovoltaic. Monitors building system performance using established engineering standards and will provide guidance and information to assist the Maintenance and Engineering Staff with repair and maintenance activities.


  • Participate in the development of goals and objectives as well as policies and procedures.


  • Make recommendations for changes and improvements to existing standards, policies and procedures.


  • Participate in the implementation of approved policies and procedures


  • Monitor work activities to ensure compliance with established policies and procedures.


  • Develop and organize preventive maintenance and safety inspection programs for all facilities and equipment.


  • Ability to respond to the needs of the facility on a 24/7 basis.


  • Certification as a Certified Healthcare Facility Manager (CHFM), Massachusetts Construction Supervisor's License (CSL) and/or other certifications relevant to Hospital Facilities Management.


  • Demonstrated knowledge and experience with applicable Massachusetts building codes, state requirements and CDC, CMS, NFPA, TJC regulations relating to health care facilities.


  • Exhibit general knowledge of trades related to building maintenance and repair, electrical, plumbing, general building construction, heating, refrigeration, and vehicle mechanics.


  • Knowledge of the principles and practices of operations and project management including coordination, communication, prioritization, troubleshooting, adherence to budget and completion of goals.


  • High level of experience in a regulatory environment, including permitting, workplace safety, and environmental regulations to comply with local, state, and federal standards.


  • Strong budgetary skills with the ability to work well with outside companies/agencies and the capacity to develop accurate RFR's and RFP's as well as supervise the bidding process.


  • Tact, diplomacy, and composure needed for interaction with contractors, vendors, and hospital staff.


  • Capacity to manage a diverse workforce including bargaining unit environment; ability to embrace diversity as a strategic advantage.


  • Thoroughness, independence and excellent written and oral communication skills.


  • Creative and strategic with an ability to suggest improvements.


  • Proficiency with Microsoft Office applications including Word, Excel, PowerPoint, Teams and Outlook.



    Preferred Qualifications:



    • Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties.


    • Bachelors' Degree in Engineering, Architecture, Industrial Management, Construction Management or related field.


    • 7 Years' experience in facilities maintenance and management.


    • OSHA 10 Certification.



      About the Veterans' Home in Chelsea:

      The Veterans' Home in Chelsea is a Joint Commission accredited inpatient veterans' facility owned and operated by the Commonwealth of Massachusetts. It is an independent State agency that organizationally reports to the Department of Veterans Services.

      The Veterans' Home addresses the needs and provides support to approximately 350 veterans 24 hours per day, 7 days per week. Medical, nursing and clinical supports are given to those residents residing in the Long Term Care Facility.

      The residential units support veterans who are living independently but receive services and programs ranging from psychosocial and social work, receive transitional assistance, education, work and outreach programs.

      The resident population is generally categorized into the following categories: Alzheimer, Long Term Care and Domiciliary

      Qualifications Minimum Entrance Requirements:

      Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.



      Substitutions:

      I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.



      II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.



      III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.



      IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
