Job Description:

The Technical Director of the Revere HealthCare Center and Chelsea HealthCare Center Laboratories directly reports to the Administrative Director of the respective Health Center and indirectly reports to the Laboratory's Medical and Administrative Directors appointed by the MGB Pathology Service.

Responsibilities encompass the coordination of the daily routine operations of the laboratory, and the immediate management of the laboratory technical and clerical personnel.

Provides smooth operation of the Revere and Chelsea Health Center Labs using metrics to manage the operation, responding to safety events, initiating, and completing Process Improvement projects. Responsible for accurate, timely and complete collection, accessioning, testing, and reporting of laboratory results to ordering clinicians.

Monitors all quality control testing, oversees maintenance on instruments and troubleshoots instrument malfunctions, ensuring follow-up corrective action as necessary. Monitors and tracks inter-lab quality control reports. Performs monthly surveillance according to department SOP. Oversees reagent crossover studies; weekly QC overviews and QA for the Revere and Chelsea Health Center Lab. Responsible for collating all data on instrument/reagent correlations and making sure that they are done on time.

Coordinates and ensures submitting of all CAP and other external proficiency testing within the established deadline. Documents returned results and evaluates results, initiating corrective measures and/or changes in procedures when necessary, in accordance with Pathology policies and procedures.

Ensures that the laboratories comply with all CLIA, Joint Commission and MGH laboratory standards. Maintains laboratory and HR documentation in an inspection ready status.

Coordinates work to provide timely completion of all tests; monitors test procedures to ensure conformance to lab quality control criteria and departmental/MGH Core Lab policies and procedures; answers questions, confers with hospital and Health Center staff; ensures that the lab spaces are consistently maintained in a hygienically safe and functional condition;

Oversees training of all technical personnel who will be working in the Revere and Chelsea Labs; maintains documentation and review of SOPs, quality control , instrument maintenance , quality assurance according to department policies and procedure

Monitors/documents proficiency testing; purchases supplies, equipment, and oversees maintenance of all equipment; submits reports, as required by the Health Center and Lab Directors .

Develops and maintains competencies for the Revere and Chelsea Lab personnel; Lab liaison to Sunquest Support Team.

May perform the work of staff technologists for --- 10% of his/her time depending upon the needs of the laboratories, especially during times of absence due to illness or vacations.

Preparation of the work schedule to provide adequate coverage of the laboratories, considering leaves of absence, vacations and sick leave, reassigning personnel and redirecting priorities, as necessary, preparation and submission of employee payroll, and maintains inventory at appropriate levels.

Responsible for all HR processes including writing/revising job descriptions, interview and hiring, assessing job performance of lab staff and addressing behavior or performance requiring corrective action in consultation with the Technical Directors and the HR Business Partner. Documents and delivers performance evaluations for Revere and Chelsea Health Center Lab staff

Ensures proper department orientation for all new employees. Develops and implements internal competencies and maintains documentation of same, Responsible for initial and continuing Compliance training as well as documentation of all training in the department database.

As directed by the Lab Directors, interacts with sales and field representatives, participates in the development and investigation of new instrumentation. Is responsible for updating and developing procedure manuals, including lab protocol, and safety. Prepares various statistical reports regarding sample and test volumes, and quality assurance projects.

Maintains close liaison and cooperation with other MGH laboratory sections and Health Center staff to provide coordination of activities which affect patient care. Functions as resource person for medical and nursing staff regarding diagnostic testing at both Revere and Chelsea Health Center Labs.

Operates as the primary lab resource for LIS testing/training and development in the MGH Lab. Performs minor maintenance on computer terminals, as necessary; troubleshoots minor software and hardware malfunctions; notifies IS Help Desk of major malfunctions or problems; coordinates downtime activities both scheduled and unscheduled; operates computer terminal to enter and retrieve pertinent laboratory reports and information

Follows all safety policies and procedures (including infection control and hazardous material). Notifies Health Center Director of unsafe conditions and responds to and promptly resolves all unsafe conditions. Responds to and promptly addresses/resolves concerns communicated through the safety reporting system. Successfully participates in safety education and competency activities. May function as Lab Safety Officer for both Revere and Chelsea Health Center Labs or can designate another qualified individual. Provides appropriate training, equipment, and education to staff and visitors. Recommends appropriate policy and procedures to ensure a safe working environment.

Develop and update Lab SOPs to current regulatory standards; ensures that procedures are reviewed and approved by the Lab Director annually. Utilized document management software to store documents and manage review process. Updates outside test requests concerning normal values, billing and other procedural changes. Performs compliance/billing corrections. Implements new policy and procedures, as needed.

Attends Health Center meetings, Pathology Service meetings and serves on laboratory sub committees as directed by the Laboratory Directors. Attends educational seminars and conferences to remain current with technological advancements and trends. Responsible for arranging / providing and documentation of continuing education for all Technical Laboratory Staff. Conducts and documents laboratory personnel meeting

Prepares various statistical and narrative reports regarding budgets, workload units (or equivalent), QC, QA, etc. Plan and execute, to completion and within specified timelines, special projects assigned by the Lab Director.

Assists in developing the yearly lab operating budget in conjunction with the Health Center Director and Lab Director

Qualifications

Bachelor's degree in Medical Technology (preferred) or applicable science compliant with CLIA requirements for high complexity testing.

ASCP Certification required

10 years of relevant Medical Technologist experience with evidence of increased responsibility

-3-5 of which must have been in supervisory capacity.
