Position Summary

The incumbent of this position will conduct inspections and maintain and administer the Division's inspection program for MassDOT and municipally owned bridges and tunnels in accordance with the requirements of the National Bridge and Tunnel Inspection Standards (NBIS, NTIS) as defined in the Code of Federal Regulations, 23 CFR art 650 Subpart C and E. They also inspect bridges that do not meet the NBIS definition of a bridge and can be assigned to inspect other ancillary and appurtenant highway structures and perform other inspection related engineering duties on an as needed basis. The primary purpose of this work is to perform the inspection of bridges, tunnels and ancillary highway structures in the Commonwealth of Massachusetts to ensure that they are safe for the traveling public to use.

Duties and Responsibilities

The shift for this position is 7am-3:30pm. This position may be required to work nights and/or weekends based on project assignment.

  • Obtain and review available plans, inspection records, ratings reports, dive reports and maintenance records pertinent to Bridge Inspection.
  • Schedule and reschedule assigned structures in coordination with the District 6 Inspection Engineer to suit equipment availability, site condition and weather.
  • Obtain necessary tools, equipment and forms required for inspections.
  • Arrange traffic control, flagman and police and other required assistance in coordination with the District Inspection Engineer and the District Maintenance Section.
  • Monitor the safety controls before and during the work, assuring that all personnel have and use the appropriate safety equipment. Take immediate corrective actions if unsafe conditions are found.
  • A rapid overview walk-around inspection at start of inspection to gain familiarity with current conditions of the structure and disclose problem areas requiring closer attention.
  • Inspect the structure based on Bridge Inspector's Training Manual/90 and Manual for Conditions Evaluation of Bridges (AASHTO) and all other existing Departmental policies and procedures.
  • Prepare accurate field notes, measurements, sketches, photos and all other required data.
  • Report deficiencies following established procedure in the Bridge Inspection Handbook and in compliance with existing policies as directed.
  • Verify that all equipment is collected and returned to proper storage location upon completion of inspection.
  • Prepare inspection reports that fully and accurately describe the structure's condition using department approved templates, forms and electronic data collection systems and submit to the District Inspection Engineer in a timely manner.
  • Respond to Bridge related emergencies, collision damage, falling concrete, etc.
  • Enter data into computer files and perform other work-related duties as required.

    Qualifications Required at Hire (List knowledge, skills and abilities)
    • Knowledge of the principles and practices of civil engineering.
    • Knowledge of the terminology and standard abbreviations used in civil engineering.
    • Knowledge of the principles of hydraulics as applied to the surface drainage pipes and culverts.
    • Knowledge of the properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying; knowledge of the engineering properties of soils.
    • Knowledge of the types and uses of equipment and materials used in building, bridges, highways, road, street or tunnel construction; knowledge of mathematical formulae used to compute volumes and areas.
    • Knowledge of the types & skill in the uses of equipment used in plane surveying; knowledge of the methods of soil testing.
    • Knowledge of mathematical computations used in solving civil engineering problems.
    • Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; knowledge of the standard procedures for taking field notes in connection with plane surveying.
    • Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations.
    • Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing unit activities and in connection with the construction and maintenance of highways, bridges, tunnels, buildings, etc.
    • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

      This position is eligible for a five-thousand dollar ($5,000) signing bonus (Signing Bonus) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

      Qualifications:
      Minimum Entrance Requirements

      Applicants must have (A) a Bachelor's Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology, and (B) an Engineer-In-Training certification or Professional Engineer registration, and (C) at least two (2) years of bridge inspection experience, and (D) possess the minimum qualifications to be in charge of a bridge inspection team as specified in 23 CFR Part 650 Subpart C by having one of the following required combinations of training and experience:

      (1) Possession of a Professional Engineer registration and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

      (2) A minimum of five (5) years' experience in bridge inspection assignments in a responsible capacity and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

      (3) Certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineers' program for National Certification in Engineering Technologies (NICET) and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

      (4) A Bachelor's Degree in Civil or Structural Engineering and an Engineer-in-Training certification and two (2) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

      (5) An Associate's Degree in Civil Engineering or Civil Engineering Technology and four (4) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course.

      Substitution:

      A minimum of five (5) years experience in the next lower Bridge Inspector title in addition to successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Bachelor's Degree and Professional Engineer registration.

      Special Requirements

      Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards.

      Based on assignment, a current and valid Massachusetts Class D Motor Vehicle Operator's license is required.

      Based on assignment, SCUBA certification from a recognized educational program may be required.
