Job Description:

*The Massachusetts Executive Office of Technology Services and Security (EOTSS)* is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSS is seeking to hire a*Senior Application Developer*to join the EOTSS Enterprise Application Services Team. This is an exciting opportunity for a IT professional to join an exceptionally skilled team and contribute to critical statewide initiatives. The Senior Application Developer will be primarily responsible in supporting a number of enterprise applications. The selected candidate will perform activities related to the analysis, design, testing, maintenance, and support of the*HRCMS - Human Resources/Compensation Management System*, an Oracle/PeopleSoft HR and Payroll application. Activities are conducted in conformity with EOTSS standards. The individual will facilitate change management activities between the project team and IT service groups;and participate in all phases of the project life cycle with emphasis on application development, configuration and thorough understanding of system architecture and design. The successful candidate will have a strong background in application development; complex hybrid architecture both physical and on cloud platforms; exceptional communication skills and experience collaborating on cross-functional teams; and the skills to effectively troubleshoot, prioritize and resolve issues to ensure applications remain operational.This position will support daily activities for multiple functional areas and systems that support 24/7 operations, and requires the candidate to collaborate with cross functional teams in a fast paced and fluid setting. The primary work location for this role will be at*200 Arlington Street Chelsea, Massachusetts 02150*. The work schedule for this position is*Monday thru Friday, 9AM to 5PM EST*. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. *Responsibilities*: * Configure, Design, Develop enhancements to Peoplesoft HCM application * Stay abreast with the new releases of Images, tax updates and patches * Independently work on tasks end to end, take ownership from Design to Production migration including communication to various teams * Handle all customer requests promptly within the organization's SLA * Support On-call duties (in rotation) for night support for 24/7 applications. * Ensure that products conform to Section 508 Accessibility requirements. * Provide technical support to Business analysts in production support or new functionality fit-gap sessions. * Collaborate with internal/external teams to ensure development, configuration and implementation is consistent with user specifications and perform follow-up as required * Advise Management on administrative and operating problems pertaining to system administration and management. *Preferred Knowledge, Skills & Abilities:* * 6 years of experience in application and software development working on complex systems. preferably working with*HRCMS - Human Resources/Compensation Management System*, an Oracle/PeopleSoft HR and Payroll application. * Extensive experience querying databases and optimizing queries. Proficient in enterprise development and data warehousing life cycles. * Working knowledge of front-end development languages including JavaScript, HTML5, and CSS. * Ability to establish and maintain working relationships and contribute within a collaborative team. * Knowledge of collaboration, content management, data analysis and/or testing tools. (Mobius, SharePoint, JIRA, Confluence, Rational and/or similar platforms) * Proficient in Peoplesoft HCM Module. * Proficient in Oracle/Peoplesoft development tools: Application Designer, Application Engine, Component Interfaces, SQR, Shell Scripting, Data Mover; and Oracle database management: Query tuning, development, PL/SQL; Application Change Assistant and Image development life cycle. * Knowledge in Informatica IICS development, User/System connectivity including knowledge of network/firewall rules, Cognos Reporting, Linux shell scripting, and testing methodologies. * Knowledge in IICS, AWS Redshift Querying, Data Warehouse GUI tools, Linux shell scripting, IICS ETL development and configuration, and Structured Query Language (SQL) * Familiar with ITIL framework and service delivery. * Knowledge and understanding of application lifecycle, from design and development to testing, implementation and production support. * Ability to self-manage deadlines and proactively engage with team members and activities. * Current knowledge of industry best practices with the ability to apply new business concepts, new application systems, and new technology, to all job activities and specific project assignments. * Strong written and verbal communication skills, including the ability to facilitate meetings, conduct presentation sessions and effectively lead discussions. *Education and Certifications:* * Bachelor's Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. *First consideration will be given to those applicants that apply within the first 14 days.* Please see Preferred Qualifications. *Executive Order #595:*As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
