Job Description:

A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Chief Information Officer (A&F CIO). A&F IT is comprised of 186 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently.

One of the key agencies within A&F is the Department of Revenue (DOR). DOR's Tax Administration Division, with the support of A&F IT, has recently deployed an integrated tax system called GeniSys. GeniSys is based on GenTax, a COTS product developed by Fast Enterprises.

A&F IT is hiring a developer to join the GeniSys team in the Business Applications Bureau. The developer will report to the Warehouse Team Lead within the GeniSys Development Team. The developer will not have any direct or indirect reports.

The selected candidate will:

  • Design and develop code using VB.Net
  • Analyze code and component dependencies and develop in a configuration-based system
  • Work with SQL server databases
  • Understand process design and technical requirements documentation
  • Work both independently and within a project team to design, develop and deliver software solutions for new and existing functionality
  • Analyze and build data for test, triage defects to draw conclusions, define issues and make appropriate recommendations
  • Act as a reliable source for early feedback on new functionality and feature changes
  • Be flexible and adaptable in a fast-paced changing environment and juggle changing priorities
  • Work well with Microsoft Office Suite (Excel, Word, PowerPoint)

Preferred qualifications include:

  • 1-3 years of software development experience using VB.NET
  • 1-3 years of experience with SQL Server database development techniques
  • Excellent analytical, problem-solving and interpersonal skills
  • Strong oral and written communication skills with the ability to communicate at all levels of the organization
  • Superior organizational skills, self-driven with attention to detail and follow-through on tasks
  • Knowledge of tax business processes (optional)

Minimum Entrance Requirements:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.

SUBSTITUTIONS:

I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*

IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*

V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.

VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.

  • Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitution will be allowed for more than two years of the required (A) experience.

NOTE: No substitution will be allowed for the two years of the required (B) experience.
